Ministry of Minority Affairs requires the services of 5 Junior Professionals and 2 Senior Professionals for engagement on a temporaryand non-official capacity.
The following are the job descriptions and educational qualification for each category of Consultant:-
Junior Professionals :
(i)
Job Requirement: - As per detailed Terms of Reference at Annex I.
(ii) Essential qualifications:
Professionals having a
Bachelor's degree with proficiency incomputer applications. Persons
having work experience of one year in the processes of implementation of schemes/programmes of the Government would be preferred.
OR
Retired Government employees with Grade Pay of Rs.4600/- and
above would also be eligible for this position.
Senior Professionals :
- (i)
- Job Requirement: - As per detailed Terms of Reference at Annex II.
- (ii)
- Essential qualifications:
Professionals having a Master Degree with proficiency in computer applications. Persons having work experience of one year in the processes of implementation of schemes/programmes of the
Government would be preferred.
OR
Retired Government employees with Grade Pay of Rs.4800/- and above would also be eligible for this position.

Period of engagement : The maximum period of engagement of all three categories of Consultants shall not exceed 5 years in any case. The initial term of appointment and subsequent extension(s) if any, shall be decided on a case to case basis depending upon the specific job and the time frame for
its completion.
The engagement of Consultants would be on full-time basis and they would not be permitted to take up any other assignments during the period of Consultancy with the Ministry of Minority Affairs.
The engagement of Consultants would be of a temporary (non-official) nature and the Ministry of Minority Affairs would have the right to cancel the engagement at any time without assigning any reason.

Agelimit : The maximum age limit for all three categories of Consultants
engaged shall not exceed 65 years.
ENTITLEMENT OF ALL TWO CATEGORIES OF CONSULTANTS
Fee:

The maximum amount of monthly consolidated fee payable to different categories of Consultants shall be as under:-

Drawal of Pension :
-
A retired Government Official appointed as Consultant in any of the three categories shall continue to draw pension and the dearness relief on pension during the period of his engagement as
Consultant. His/her engagement as Consultant shall not be considered as a case of re-employment.
Allowance:
-
The Consultants shall not be entitled to any allowance available to regular Government employees such as Dearness Allowance, Residential Telephone, Transport Facility, Residential Accommodation, CGHS, Medical Reimbursement, etc.

Leave : Consultants shall be eligible for 8 days' leave in a calendar year on
pro-rata basis. Therefore, a consultant shall not draw any remuneration in case of his/her absence beyond 8 days in a Year calculated on a pro-rata basis). Also unavailed leave in a calendar year cannot be carried forward to next calendar year.
The Ministry would be free to terminate the services in case of absence of a
Consultant by more than 15 days beyond the entitled leave in a calendar year.
TA/DA: No TA/DA shall be admissible for joining the assignment
or on its completion. Consultants will not be allowed foreign travel at Government
expense. TA/DA entitlements for consultants is as per details specified as under :

DA- Reimbursement for Hotel accommodation of up to Rs. 500/- per day;

Annex-I
Terms of Reference (TOR) for engagement of Junior Professionals under the Plan Schemes of the Ministry of Minority Affairs
(i) Precise statement of objectives:
Junior Professionals are requiredfor assisting in the process for implementation of various schemes under the Prime Minister's new 15 Point Programme for the Welfare of Minorities. These include the following Centrally Sponsored Schemes:-
(I) Pre-matric Scholarship Scheme,
(ii) Post-matric Scholarship Scheme,
(iii)
Merit-cum-Means Based Scholarship Scheme,
(iv) Maulana Azad National
Fellowship for Minority
Students,
- (v)
- Free Coaching and Allied Scheme,
- (vi)
- Research Studies / Media.
(vii) Scheme for Linguist Minorities.
All these above schemes are being implemented during the 11th FiveYear Plan Period, and are likely to continue in the 12 th Five Year Plan Period,i.e.,2012-17.
(ii)
Outline of the tasks to be carried out:
Junior Professionals will be required to assist in the analysis and examination of proposals, in accordance
with the terms and conditions prescribed for each to achieve the goals and
objectives of these schemes. The specific tasks/ activities to be carried out are:
(i)
To support in examination of the proposals submitted by States/UTs; this includes cross checking of fund requirement, community-wise details, male & female details etc., projected by
States/UTs in respect of scholarships schemes.
(ii)
To prepare sanction letters and to generate sanction IDs after financial approval to a proposal is obtained.
(iii)
To prepare a data bank of scholarships sanctioned in State/UTwise and community-wise details..
(iv)
To monitor the progress of disbursement and submission of UCs of scholarships and to co-ordinate with all States/UTs in this regard.
(v)
To prepare Power Point Presentation on the schemes before various committees of Parliament on requirement basis.
(vi)
To upload all relevant data in respect of the schemes in the web-site of the Ministry.
(vii)
To carry out various miscellaneous activities pertaining to the implementation of the schemes.
(iii)
Schedule for completion of tasks: Junior Professionals will assist in carrying out all the above defined tasks/objectives in a time bound manner, which depends on the nature of a proposal.
They will ensure that all
relevant community-wise and State-wise data are maintained and updated
immediately after a proposal is approved and will also ensure their uploading
in the website of this Ministry in a periodic manner i.e. at the end of the
every month. They will also maintain quarterly expenditure details in respect
of the schemes assigned to them.
(iv)
The support or inputs to be provided by the Ministry orDepartment: Junior Professionals will report to Under Secretary /Assistant Director/Section Officer for their day to day tasks / activities, as the case
may be.
(v)
The final outputs that will be required of the JuniorProfessionals:
Junior professionals are required to prepare and submit a report indicating the activities performed by them during the period of their work. This should cover the following details:-
(a)
Quantifiable physical and financial achievement vis'-a-vis' targets.
(b)
States/UTs covered under various schemes and scheme-wise and community-wise achievement status in respect of the States/UTs.
(c)
Creation and maintenance of data base and its uploading in the website.
(d) Timely completion report of all tasks relating toimplementation of the schemes.
Annex-II
1.
Terms of Reference (TOR) for engagement of Senior Professionals under the Plan Schemes of the Ministry of Minority Affairs
(a) For Multi Sector Development Programme (MsDP)
(ii) Precise statement of objectives:
Senior Professionals would be
expected to support the process of implementation of a special area development programme for 90 minority concentration districts (MCDs) called Multi Sector Development Programme implemented during the ll th Five Year Plan.
(iii) Outline of the tasks to be carried out:
Senior Professionals would be expected to apply appropriate quantitative and qualitative
tools and techniques to achieve the goals and objectives under MsDP for each minority concentration district. The specific tasks/ activities to be carried out are:
- (a)
- Examination of the district plans with reference to the baseline survey concerned.
- (b)
- Preparation of agenda notes on plans submitted for consideration of the Empowered Committee.
- (c)
- Drafting of the minutes of Empowered Committee meeting.
- (d)
- Examine the minutes of the Empowered Committee meetings
and identify the areas requiring attention and suggest action to be taken.
(e) Analyze the progress of implementation of the approved district plan of MCD assigned with reference to the quarterly progress reports, and identify the areas requiring attention and suggest actions required to be taken up with various
stakeholders.
- (f)
Use the software application for MsDP and enter and maintain the data for MCD assigned and generate reports.
Carry out various miscellaneous activities that may be assigned pertaining to the implementation of MsDP.
Schedule for completion of tasks:
Senior Professionals will examine and prepare agenda notes within ten working days of receiving district plans, draft minutes of the meetings of the Empowered Committee within ten working days from the date of the meeting, assess the status of implementation of the approved district plans of at least 2 MCDs per week, update data in the software application immediately as and when status changes.
(v) The support or inputs to be provided by the Ministry or Department:
Senior Professionals will report directly to Under Secretary / Research Officer/Section Officer for their day to day tasks/activities.

- The final outputs that will be required of the Senior Professional:
- (a)
- Agenda notes.
- (b)
- Minutes of the various meetings.
- (c)
- Creation and maintenance of data base.
- (d)
- Generation of various reports relating to implementation of the district plans.

- For Scheme of Leadership Development for Minority Women
Precise statement of objectives:
(i)
Senior Professionals would be
expected to support the process of implementation of scheme for Leadership Development of Minority Women implemented during the 11 th Five Year Plan.
(ii) Outline of the tasks to be carried out:
Senior Professionals
would be expected to apply appropriate quantitative and qualitative
tools and techniques to achieve the goals and objectives of the
scheme. The specific tasks/ activities to be carried out are:
(a)
Examination of the project proposals with reference to the scheme. (b)Examination of various materials submitted by the organization for implementation of the scheme. (c)Preparation of agenda notes and check lists for the consideration of the Sanctioning Committee. (d)Preparation of agenda notes for approval of various training modules.
- (e)
- Drafting of the minutes of Sanctioning Committee meeting.
- (f)
- Examine the minutes of the Sanctioning Committee meetings and identify the areas requiring attention and suggest actions to be taken.
(g)Analyze the progress of implementation of the approved project with reference to the quarterly progress reports and identify the areas requiring attention and suggest actions required to be taken up with various stakeholders.
(h)Assist in developing and maintaining a close working relationship with all project participants and stakeholders -including line departments and NGOs -to establish a shared vision of the project and achieve objectives.

- Assist in making all efforts to engage key stakeholders in important external evaluations to ensure an understanding of locally perceived impacts and problems
- (j)
- Develop monitoring and reporting formats for various activities and list of women trained.
(k)Develop check list for monitoring the activities of various NGOs through field visits and suggest action to be taken based on field visit reports.
