PUBLIC NOTICE ON DRAFT OF RECRUITMENT RULES FOR THE POST OF ELECTRICIAN IN NATIONAL MUSEUM OF NATURAL HISTORY (NMNH)

In compliance of DOPT's Office Memorandum No. AB.14017/61/2008-Estt (RR), dated 13.10.2015, the draft Recruitment Rules for the post of Electrician in National Museum of Natural History (NMNH) are required to be put up on the website of Ministry of Environment, Forest and Climate Change for inviting comments from the stakeholders within a period of 30 days. Therefore, the proposed Recruitment Rules for the post of Electrician in NMNH are hereby put up on the website of this Ministry.

NOTIFICATION

New Delhi, the , 2017

G.S.R.. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession the National Museum of Natural History, Department of Environment, Forests and Wildlife (Group C Posts) Recruitment Rules, 1975, in so far as they relate to the post of Electrician, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Electrician in the National Museum of Natural History, Ministry of Environment, Forest and Climate Change, namely:-

    1. Short title and commencement.-(i) These rules may be called the Ministry of Environment, Forest and Climate Change, National Museum of Natural History, Electrician (GroupPost) Recruitment Rules, 2017.

    2. (ii)They shall come into force on the date of their publication in the Official Gazette.
  1. Number of post, classification and Level in the Pay Matrix.-The number of post, its classification and Level in the Pay Matrix attached thereto, shall be as specified in columns

(2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc.-The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to

(13) of the aforesaid Schedule.

4. Disqualification.-No Person, -

(a)Who has entered into or contracted a marriage with a person having a spouse living;

Or

(b)Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from theoperation of this rule.

  1. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

  2. Saving.-Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

iii.Should possess Electrical Supervisory Certificate of competency.

Three years' experience in erection and running maintenance of different types of both High Tension and Low Tension electrical installations including underground cable system.
v.
Ability to read wiring diagrams.

The upper age limit as per existing RRs is 35 years. However as per DOPT's guidelines, the age limit to Group 'C' posts is 18-25 years. Since the upper age limit is being reduced to 25 years, it is imperative to reduce the requirement of experience of 5 years in erection, running maintenance of High Tension and Low Tension electrical installations including underground cable system to 3 years so that adequate number of applicants within the prescribed upper age limit of 25 years are available in direct recruitment. The required notes for relaxation of qualifications / experience are being added as per DOPT's guidelines.

There is no dearth of candidates having Diploma in Electrician's Trade in the open market and, therefore, the direct recruitment method is not likely to fail. As such it is not considered necessary to prescribe deputation as a mode of recruitment under the failing which clause. Necessary provision to resort to deputation in case any post falls vacant due to long leave, deputation etc. is being made as per DOPT's existing guidelines.

Deputation is not being prescribed as a mode of recruitment in the revised RRs.

The existing RRs do not contain any provision regarding constitution of Departmental

Confirmation Committee (DCC) to consider

confirmation of persons appointed by direct

recruitment. Provision to constitute the DCC is

being made as per DOPT's guidelines.
