1. In case of non-availability of suitable candidates with the knowledge of Konkani for the posts in professional colleges, Consultants in Directorate of Health Services and highly technical/scientific posts, the Goa Public Service Commission may recommend a candidate if otherwise found fit and this requirement can be relaxed by the Government, on the recommendation of the Goa Public Service Commission, if the Government is of the opinion that it is necessary or expedient so to do.
   
   
2. Prescribed EQs are minimum & mere possession of same does not entitle the candidates to be called for interview. Where number of applications received is large, the Commission will short list the candidates to be called for interview as mentioned in the Instructions.
   
   

I. GOA MEDICAL COLLEGE

1. Associate Professor in Orthopaedic Surgery // 1 post Scale of Pay: Rs. 15,600-39,100+6600/-(pre-revised) (As per revised pay matrix level 11) Age: Not exceeding 45 years. Educational & Other Qualifications:- Essential (i) A recognised medical qualification included in the First or the Second Schedule or Part II of the Third Schedule (other than Licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of qualifications included in Part II of the Third Schedule should also fulfil the conditions stipulated in Section 13(3) of the Indian Medical Council Act, 1956. (ii) Post-graduate degree qualification in the speciality concerned or equivalent. (iii) !t least 3 years experience in the concerned speciality as !ssistant Professor in a Medical ollege/Teaching Institution after the requisite post-graduate degree qualification. (iv) Knowledge of Konkani. Desirable: Knowledge of Marathi.
   
   
   1. Assistant Lecturer in Anaesthesiology (ICU) // 1 post (resvd for OBC) Scale of Pay: Rs. 15,600-39,100+5400/-(pre-revised) (As per revised pay matrix level 10) Age: Not exceeding 45 years. Educational & Other Qualifications:- Essential (i) A recognised Medical qualification included in the First or Second Schedule or Part II of the Third Schedule (other than Licentiate qualification) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in Part II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of Section 13 of the Indian Medical Council Act, 1956. (ii) Knowledge of Konkani. Desirable: (i) Registered for Post-Graduate Degree in concerned speciality. (ii) Knowledge of Marathi.
   2. II. DIRECTORATE OF HIGHER EDUCATION
   1. Principal in Goa College of Home Science // 1 post Scale of Pay: Rs. 37,400-67,000+10,000/-+ Special Allowance Rs. 2000 (pre-revised) Age: Not exceeding 50 years. Educational & Other Qualifications:-Essential: (i) Masters Degree in concerned/allied/relevant discipline (s) from a recognized University with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed). (ii) Ph. D. Degree in concerned/allied/relevant discipline (s) in the Institution concerned with evidence of published work and research guidance. (iii) Associate Professor/Professor with a total experience of fifteen years of teaching/research/administration in Universities, Colleges and other Institutions of higher education. (iv) A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS), set out in Tables I to IX of Appendix III to the University Grants Commission (minimum qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of standards in Higher Education) Regulations, 2010. (v) Knowledge of Konkani. (vi) Minimum fifteen years domicile in the State. Note: Relevant discipline means, discipline in !rts, Science, ommerce, Home Science and Indian lassical Music (Vocal or Instrumental). Desirable: Knowledge of Marathi.
   2. III. GOA COLLEGE OF ARCHITECTURE
2. Principal // 1 post (2^nd time) Scale of Pay: Rs. 37,400-67,000+10,000/-(pre-revised)
   
   

(As per revised pay matrix level 14 + Special Allowance of Rs. 3000 per month) Age: Not exceeding 50 years. Educational & Other Qualifications:-Essential: (i) Bachelors and Masters Degree in Architecture with First Class or equivalent, either in Bachelors or Masters Degree. (ii) Ph. D. or equivalent in appropriate discipline. (iii) Minimum of 10 years experience in Teaching/Research/Industry, out of which, at least 3 years should be at the level of Professor. OR (iii) Minimum of 13 years experience in Teaching and/or Research and/or Industry.

Note: (1) In case of research experience, good academic record and books/research paper publications/Intellectual Property Rights/patents record shall be required as deemed fit by the expert members of the Selection Committee. If the experience in industry is considered, the same shall be at managerial level equivalent to Professor level with active participation record in devising/designing, developing, planning, executing, analyzing, quality control, innovating, training technical books/research paper publications/Intellectual Property Rights/patents, etc. as deemed fit by the expert members of the Selection Committee. Note: (2) In case of Architecture, Professional Practice of 10 years as certified by the Council of Architecture shall also be considered valid.

(iv) Knowledge of Konkani. Desirable: (i) Post Ph. D publications and shall have guided Ph. D students. (ii) Knowledge of Marathi.

5. Professor in Architecture // 1 post Scale of Pay: Rs. 37,400-67,000+10,000/-(pre-revised) (As per revised pay matrix level 14) Age: Not exceeding 50 years. Educational & Other Qualifications:- Essential: (i) Bachelors and Masters Degree in Architecture with First Class or equivalent, either in Bachelors or Masters Degree. (ii) Ph. D. or equivalent in appropriate discipline. (iii) Minimum of 10 years Teaching/Research/Industrial experience, out of which, at least 5 years should be at the level of Associate Professor OR (iii) Minimum of 13 years experience in Teaching and/or Research and/or Industry. Note: (1) In case of research experience, good academic record and books/research paper publications/Intellectual Property Rights/patents record shall be required as deemed fit by the expert members of the Selection Committee.

If the experience in industry is considered, the same shall be at managerial level equivalent to Associate Professor with active participation record in devising/designing, planning, executing, analyzing, quality control, innovating, training technical books/research paper publications/Intellectual Property Rights/patents, etc. as deemed fit by the expert members of the Selection Committee. 6. Associate Professor in Architecture // 3 posts (1 resvd for OBC) Scale of Pay: Rs. 37,400-67,000+9,000/-(pre-revised) (As per revised pay matrix level 13) Age: Not exceeding 45 years. Educational & Other Qualifications:- Essential: (i) Bachelors and Masters Degree in Architecture with First Class or equivalent, either in Bachelors or Masters Degree. (ii) Ph. D. or equivalent in appropriate discipline. (iii) Minimum of 5 years experience in Teaching/Research Industry. Note: In case of Architecture, Professional Practice of 5 years as certified by the Council of Architecture shall also be considered valid.

(iv) Knowledge of Konkani. Desirable: (i) Post Ph.D publications and shall have guided Ph. D students. (ii) 2 years of post Ph. D experience in teaching/Research/Industry.

(iii) Knowledge of Marathi.

7. Assistant Professor in Architecture // 4 posts (1 resvd for ST & 1 resvd for OBC) Scale of Pay: Rs. 15,600-39,100+6,000/-(pre-revised) (As per revised pay matrix level 10) Age: Not exceeding 45 years. Educational & Other Qualifications:- Essential: (i) Bachelors and Masters Degree in Architecture with First Class or equivalent, either in Bachelors or Masters Degree. (ii) Knowledge of Konkani. Desirable: Knowledge of Marathi.
