Responsibility Summary:

Chhattisgarh Infotech Promotion Society, Government of Chhattisgarh invites applications from enterprising and aspiring candidates for the position of Manager (MG-GIS). Chhattisgarh Infotech Promotion Society (CHiPS: www.chips.gov.in) is the nodal agency and prime mover for propelling IT growth & implementation of the IT & e-Governance projects in the State of Chhattisgarh. CHiPS is involved in the end-to-end implementation of some mega IT Projects like, SDC, SSDG, SWAN, GIS, SETU, e-Procurement etc. A professional approach is being adopted for the implementation of IT Projects using the services of egovernance experts and consultants from corporate and academia. ICT has the potential to significantly improve this contribution. In doing so, Government of Chhattisgarh seeks to create an IT environment in the state wherein investments in IT are not only encouraged but actively facilitated. We aim to achieve quality and excellence in state government services to citizens, state transactions with citizens and businesses, and internal state governmental operations/functions through the strategic deployment of information technologies.

The objective of Principal Consultant IT is to provide support to the Mining departments for IT related project in matters related to Solution Architect, Development of Core Modules, Overall technology solutions for various project of department.

Mandatory:

Educational qualification:B. E./B. Tech. (IT/CS/E&T)/ MCA orM. E./M. Tech / MBA or equivalent, recognised by or under the regulations etc. of relevant regulatory body, obtained upon successful completion of studies (excluding studies in distance education mode) as a regularly enrolled student; in respect of degrees or diplomas awarded abroad, candidate should submit relevant details establishing equivalence with the above qualification, and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent qualification shall be final.

Age: Candidate should be energetic and dynamic as the job profile would entail extensive interactionwith various stakeholders and should be result-oriented. Experience:At least experience of 7 years in case of Bachelors degree or 5 years in case of Masters degree; Minimum 2 year experience in managing government projects of managing software development/ IT deployment projects in mining.

Job Description: Design & Architecture

In coordination with the Nodal Agency of State, assist the Mining department in defining the standards for application architecture, database design, development and infrastructure deployment

Study the status of IT Infrastructure of Department and assist the mining department in coming up with a robust IT infrastructure to support the roll out of e governance projects

Analyze the existing/ proposed projects in regard to strategic control, security, disaster recovery and business continuity

Ensure that individual project level initiatives are interoperable, standardized, scalable and secure across various areas of software, hardware and infrastructure

Support to technical standards/ architecture/ product version control and strategic control

Technical Appraisal Conduct technical appraisal of the department eGov-project reports received from the bidder and technical evaluation of various proposals received from bidders. Support the implementation of project and provide inputs to the department. Support the progress of the project and highlight any issues/ slippages to higher authorities. Identify the critical success factors for project implementation. Develop and establish suitable technical monitoring framework under guidance from department. Ensure that the project requirements are suitably addressed. Monitoring of project deliverables, schedule, risk mitigation.

In addition to above Primary Responsibilities the incumbent may be assigned any other task from time to time by Department Head/ Reporting Head.

Analytical and conceptual ability: Demonstrated ability in analysing IT & Mobile development scenarios, defining key performance indicators (KPIs),and the strategy for achieving them

Programmatic ability: Demonstrated ability in translating KPIs and the strategy for achieving them into actionable plans and projects, executing them, and monitoring their implementation against the KPIs and project milestones.

Communication skills: Proficient in both written and oral communication in English and Hindi.
