Engagement of Professional Expert for strengthening Single Window Services system

Government of West Bengal has undertaken a slew of measures to facilitate Ease of Doing Business (EoDB) in the State, thereby uplifted the enabling ecosystem and created more user-friendly and conducive environment for business. Silpa Sathi at the office of West Bengal Industrial Development Corporation (WBIDC) provides Single Window Services to industries. All statutory clearances, incentives and land allotment for Industries are available online in the single window portal. At each district, the Industry Facilitation Centres (IFC) provides all facilitation services for promoting, establishing and operating business and enterprises. A dedicated EODB Cell in coordination with all the Departments concerned is also working for pursuing continuous reform towards ease of doing business in the State.

WBIDC intends to engage a Professional Expert to assist in strengthening the Single Window Services system.

Job Description:

(i) Facilitation of setting up and operation of www.silpasathi.in the web-based single window gateway of Silpa Sathi at WBIDC.

(ii) Facilitation of linking IFCs with Silpa Sathi.

(iii) Identification of areas for simplification of processes and technology driven interventions toward improvements in the ease of doing business in the State.

(iv) Coordination with different government departments/ agencies for linking their online services with www.silpasathi.in

(v) Facilitation of inter-departmental coordination for efficient operation of Silpa Sathi at WBIDC.

(vi) Assisting in preparation and conducting stakeholders meetings for obtaining feedback and appraisal on implementation of the business reform and online services, in line with DIPP recommendation of Business Reform Action Plan (BRAP)

(vii) Initiating road map for preparedness for next stage of single window services reform process in line with the recommendations of DIPP, GoI and feedback from industry in subsequent years.

Engagement period: The engagement will be initially for a period of one year which can be extended for similar period on satisfactory performance and if need arise.

Eligibility:

(i) Candidate should be MBA from reputed institute

(ii) Should have minimum 10 years relevant experience in reputed organizations

(iii) Must have experience of working with any organization of State/ Central Government towards industry facilitation and entrepreneurship development

Compensation: Compensation will be fixed as per qualification, experience and expertise of the candidate for the position, as per prevailing market rate.
