Recruitment of Two Positions

(with place of work at Ministry of Rural Development, Govt. of India, New Delhi)

1. Background

The MGNREGA is a National Scheme with an average annual expenditure of more than Rs. 50,000 Crore, which is released through different implementing agencies like Gram Panchayat/ Blocks/ Line Departments. On an average, 1 Crore works are taken up every year. To manage and monitor such scheme; an ICT based MIS has been developed which requires handholding support on daily basis with States/ UTs. Further to streamline the processes and inclusion of modules on new initiatives, the NREGA Soft is improvised based on requirements.

Several initiatives such as Direct Benefit Transfer (DBT), Payments through e-FMS and Ne-FMS, Aadhaar Based Payment System etc. are being implemented. Further, close monitoring on various parameters such as performance in generation of persondays, Work completion rate, geo tagging of assets, progress in works relating to Natural Resource Management etc are being taken up.

The Chief Technical Officers will be placed within the Ministry of Rural Development, New Delhi and work under the guidance and direct supervision of the Joint Secretary, MGNREGA.

The Chief Technical Officers will be primarily responsible for implementing the MIS & DBT under MGNREGA and digitization of beneficiary data, maintenance of real time MIS portal NREGASoft the IT system of MGNREGS and resolving difficulties, if any, on a daily basis by coordinating with NIC-RD. S/he will be liaise with the States, train the key personnel and clarify doubts at the implementation level for smooth operation of the MIS, DBT and related IT system. S/he will help in tracking the MGNREGA outcomes and implementation challenges as well as formulating action points to address these challenges.

2. Duties and Responsibilities

The Chief Technical Officer will be responsible for the following functions:

Work out the strategy to implement DBT under MGNREGA.
Assist Ministry in effectively monitor, manage and implement DBT under MGNREGA
Develop an IT utility / MIS reports for monitoring implementation of the DBT and related e-payment projects under MGNREGA by coordinating with NIC-RD. Assist Ministry in monitoring the progress of DBT implementation in states.
Data Digitization and updation related to beneficiaries in NREGASoft the IT system governing the implementation of MGNREGS;
Liaison with all the stakeholders viz. different Ministries/ departments, DBT Mission, PFMS, Banks, DoP, NPCI, NIC-RD the IT arm of Government of India, for implementation of NREGASoft.
Liaison with the State Governments to train them in implementation of DBT and handling MIS/ DBT related issues and using NREGASoft and generating reports that help in taking decisions at the implementation level;
Expanding the scope of NREGASoft to tailor-make it to govern all the processes of programme implementation.
Assist in implementing e-payment systems under MGNREGA (e-FMs and Ne-FMS).
Helping implement the Aadhaar Enabled Payment System (AEPS) by liaising with Unique Identification Authority of India (UIDAI), State Governments, Banks and the NPCI.
Training key personnel in States and UTs on using the NREGASoft;
Organize trainings and workshops on MIS/ DBT for States/ UTs
3. Competencies
Experience of handing e-payments and its related issues.
Experience of implementing DBT for Govt. programme / scheme like MGNREGA.
Experience in Liaisoning with different Ministries/ Depts./ agencies handling DBT/ e-payments.
Familiarity with government policies, programmes and government operational systems in India;
Clear understanding of the processes of MGNREGS;
Understanding of NREGASoft the MIS platform
Ability to work in small teams, and flexible ways of working
4. Required Skills and Experience
a. Education:
i) Essential
Masters Degree or equivalent in IT or related fields.
ii) Desirable
A Masters in Business Administration or equivalent will be an asset.
b. Experience:
At least 10 years (post qualification) work experience in MIS/IT/ DBT field;
Exposure to NREGASoft and/or other MIS of Govt. Schemes;
Experience in dealing with Banks, Dept. of Post/ UIDAI/ NPCI/ PFMS/ Etc.
c. Language:
Fluency in English or Hindi is essential. Knowledge of regional language(s) would be an asset.
Good Communication Skills.
5. Duration of Contract: For an initial period of one year. Contract may be renewed based on performance. The remuneration and other benefits may be revised on renewal.
6. Remuneration and Benefits:

The Chief Technical Officer will be paid a monthly remuneration of INR 1,75,000 inclusive of all taxes for the contract duration. In addition, monthly mobile allowance of INR 1500 will be paid. The TA&DA will be as per the norms of NIRD&PR. IT Equipment such as Laptop and data card will be provided to the officers.
