Applications are invited for the post of Director General, National Institute of Labour Economics Research & development (formerly Institute of Applied Manpower Research), an autonomous institute under administrative control of NITI Aayog, (erstwhile Planning Commission), Government of India located at Delhi. NITI Aayog wishes to upgrade this Institute into a world class organization, capable of conducting training and research beyond labour economics and covering areas such as productivity enhancement, skill development, project monitoring and evaluation besides development economics at large. Thus, the probable candidate requires to be a visionary person capable of taking this institution to a greater height in tandem with the mandate assigned to the newly constituted NITI Aayog. The appointment shall be on Deputation/Contract basis for tenure of five years from the date the selected officer joins. The details of vacancy e.g. its scale of pay, eligibility requirements, etc. are as under:

  4. Scale of pay : Rs 67000 -79000 ( at Additional secretary level)

  5. Age limit for direct recruit : Not more than 58 years on the closing date of receipt of applications.

  6. Educational and other qualifications:

Essential: consistent highly acclaimed academic record with:

  1. Masters degree in Economics/Sociology/Humanities/Human resource Development/ Mathematics or Statistics from a recognized National or International University;

  2. Experience of a minimum of 20 years in Government/Universities/Autonomous Bodies/Reputed Research Organization at group A level or equivalent of teaching & research, handling analysis and policy formulation in academic capacity on the issues related to above .

  3. Experience of Heading an organisation/Department independently for a minimum of 5 years

Desirable

  1. Doctorate Degree in the relevant subject.

  2. Academic experience of issues concerning Labour Market and Labour Economics, Industrial Relations, economic Development, skill development,International Collaboration, Research guidance and Revenue Generation etc.

  3. Experience of dealing with Cosultants of National and International repute.

  4. Knowledge or experience of modern research methodology, survey methods, Sampling techniques, use of econometric modules, application of cost-benefit analysis.

7. Period of contract:

Tenurial/contractual for a term of Five (5) years with eligibility for a second term in case of exceptionally proven record during the first term provided that in no case he/she hold office beyond 65 years of age.

8. Method of recruitment: Direct recruitment on contract basis or by deputation In Case of deputation:

From amongst officers of the Central or State Govt./Union Territory Administration/ Universities/ autonomous bodies/PSUs/Recognized Research Organizations: i) Holding analogous post on regular basis or ii) With 5 years regular service in the pay-scale of Rs. 37,400-67,000with Grade pay of rs.

10,000) iii) Possessing qualification and experience prescribed in column 8 iv) The maximum age limit for appointment by deputation shall not exceed 56 years as on the

closing date for receipt of application v) Period of deputation will be 5 years or till the age of superannuation whichever is earlier vi) Officers who has applied for direct recruitment belonging to government/universities or

autonomous Instituitions, where retirement age is 65 years may be considered on deputation
