Note: Answer any TWO questions out of three. All questions carry equal marks.
1. "The legislature must first discharge its essential legislative functions and then can delegate ancillary or subordinate legislative functions."
In the light of this statement explain the functions which can be delegated by the legislature in India. (Marks 10)
2. "The power of judicial review of the constitutional courts is a part of the inviolable basic structure of the Constitution which cannot be ousted." Explain this statement with reference to the power of Supreme Court and High Courts to review the decisions of the Tribunals in India.

b. Sub delegation and Conditional Legislation
